Text of email sent to ASB Department, 22/10/19 - receipt confirmed. L, I have reduced the probability of a clash with my antagonists of 164 High Street by avoiding use of my garages in Connops Way and my 'leasehold' outhouse, also in Connops Way, except when necessary; this morning [actually 21/10/19] I felt obliged to access my garages in order to store, temporarily, a roll of carpet which, with two substantial cardboard tubes had been thrown, almost certainly, over the wall behind the Love Lane flats and into Connops Way, around dawn. Whilst there, a tenant of 164 High Street appeared, with its dog. Now this canophile could be described as white, probably declares as female and is, apparently, the drunken, vulgar, fouling wife of the 'rather oafish', threatening, male at 164. I must state here that, though it is probably female, I couldn't find it attractive as it 'reeks of booze', in addition to being canophillic, as the 'wife', this morning, spoke first to allege that I was watchin' 'er. Well, I have attended 'Partnership' meetings as a representative of the local Neighbourhood Watch, and a resident can adopt a 'reasonable' course of conduct for the "purpose of preventing crime", to include dog-fouling. I have been inspired to write largely because of my fear that I may, once again, be fitted-up with a stalking charge; this, then may be a simple case of provocation by 164's alleged wife or, more seriously, should some of your 'less-worthy' colleagues within the Council, or indeed the Police, be involved, an attempted entrapment, if either or both occupants of 164 are proceeding in collusion with the authorities. In terms of a solution, you are probably aware of my view that the Council, as Landlord, should not permit dogs in buildings where there is 'shared use' or a 'common access' and of my view that the Council is in breach of its wider 'Duty of Care' for allowing dogs, with their toxic products, onto the streets or onto any land to which the public has access, but I would suggest, as an interim measure and to avoid any unnecessary confrontations, that my neighbours are asked to avoid, given that other spaces are currently available, walking a dog in Connops Way.
